Native CAT Control low level code rewritten to allow multiple transport options in the future (Serial, UDP, TCP etc.)

Bug Fixes
When updating HamQTH or QRZ Credentials the changes are now reflected immediately instead of after a restart
Radio Binding Drop down on bindable windows was not refreshing properly when the rigs are changed in settings
If the radio settings are changed then the bound windows would not receive data updates after saving the changes until the application was restarted
When re-arranging windows the window visibility menu ticked state was not always getting set correctly
Occasional Crash when disconnecting from a rig if the disconnect happens just as Rig control tries to send a message to the rig.
Some issues with the internal tracking of globe locations
Multiple edge case bugs in the DX Cluster connections
Frequency and Mode assignment to correct VFO on IC-9700
Crash when re-binding Spectrum Scope to different radio type
When editing Radio Settings, if a com port was disconnected it showed as blank and prevented saving. Now shows the com port number appended with “(Disconnected)”
When changing DX Cluster Settings, the new settings were not reflected in the Cluster Tool Window
S-Meters now resize with the QSO Entry tool window
Cluster spots were not being removed after the specified timeout time correctly
Cluster spots could be added if they were already older than the spot timeout time.
Crash if a QSO is logged and a mode hasn’t been selected
Crash if blank Mode is selected (blank mode option has been removed)
